    Transit Oriented and Value Capture Workshop

    The Build America Center is leading a FREE capacity-building workshop to inform and educate public sector principles and practitioners about best practices and lessons learned in delivering Transit Oriented Development (TOD) projects. The workshop will explore topics of innovative delivery methods, including public-private partnerships; value capture techniques and their applications; innovative financing including Federal financing programs plus participants will be able to learn from recent case studies.

    The workshop is scheduled for Monday, June 24 from 1:00 - 5:00 PM, the day before the Transportation Infrastructure Summit already located at the Omni San Diego Hotel. This event is open to public sector employees. Space is limited so register right away!

    Mark McClardy graduated from Michigan State University with a bachelor’s degree in civil engineering. After graduation, Mark began his professional career as a structural engineer for a medium-sized architectural and engineering firm in Detroit, Michigan where he designed both building foundations and structures for industrial buildings for the Big Three automobile companies throughout the United States and Mexico. In 1991, Mark started his career with the Federal Aviation Administration (FAA) as an engineer for the Chicago Airports District Office. Mark later moved up into leadership positions within the Great Lakes Region and in August 2003, he was selected as the Director for the Airports Division in the Western Pacific Region. As Director, Mark has created many strategic partnerships with stakeholders throughout the region and has been instrumental in the advancement of both critical airport infrastructure and consequential federal decisions regionwide. Mark is a self-proclaimed aviation geek and has found his current position to be his most professionally fulfilling job since graduating from Michigan State University. During non-work hours Mark enjoys reading, sports, and traveling.

    Coast-to-coast we have seen the P3 model deliver award-winning consolidated rent-a-car (ConRAC) facilities and parking structures for some of the largest and busiest airports in the U.S. Many airport authorities have embraced the model to revitalize entire airport precincts, realize their master redevelopment strategies and elevate the travel experience for their customers. There is demand for improved parking infrastructure at many airports across the U.S., and several authorities have announced parking projects as part of their pipelines. This session will explore:

    • The benefits of delivering airport parking projects as a P3, for authorities and communities

    Afternoon Plenary: The ABQ Sunport Multimodal Project: Smart Mobility and Sustainable Economic Development

    Albuquerque and the surrounding areas are experiencing a defining wave of economic growth. Key developing sectors such as film and tv production, renewable energy technology, aeronautical R&D and manufacturing, and transportation logistics are definitively transforming the regional economy. This session will explore the strategic development of a major regional mobility/logistics hub with connectivity to commercial rail, leveraging Albuquerque’s geographic advantages as well as the Albuquerque International Sunport’s Foreign Trade Zone and U.S. Port of Entry status.     In this session, participants will gain insight into some of the available Federal funding opportunities through the various Federal programs. Representatives from the Build America Bureau and the Build America Center will highlight some of the programs that are currently in implementation as well as upcoming programs and funding opportunities.  They will also discuss some of the technical assistance efforts available for public agencies to take advantage of these programs and funding opportunities to help in the development of funding applications and related projects.

    Transportation Is On The Ballot: An Overview of Local Initiatives in the November Election

    Local and regional funding typically provide the largest share of governmental funding for transportation programs around the country - much greater than federal grants and loans or state investment. There are scores of initiatives and citizen-sponsored measures around the country on the ballot in November, many seeking voter approval for local tax increases or other fees for needed transportation infrastructure development, rehabilitation, and operations and maintenance. This session will explore the recent history - including successes and failures - of local transportation-rebated measures in key locations around the US. The session will also provide an overview of what to expect in upcoming elections and focus on several key local initiatives that will be seeking voter approval in November.

    Fireside Chat: John D. Porcari

    Mr. Porcari has spearheaded some of America’s most complex projects and has been instrumental in advancing equitable, community-serving infrastructure policies and projects at all levels of government.

    Mr. Porcari recently completed a temporary role as the White House Port & Supply Chain Envoy, leading a series of operational and structural changes to relieve the pandemic-induced global stresses on the US supply chain. He is also the co-founder of the Equity in Infrastructure Project (EIP), a national non-profit dedicated to creating generational wealth for Historically Underutilized Businesses through voluntary public agency pledges to grow these businesses from subcontractors to prime contractors and joint venture partners.

    He served as Deputy Secretary of the United States Department of Transportation from 2009-2014 and co-chaired then-candidate Biden’s Infrastructure Policy Committee during the 2020 presidential election campaign. Mr. Porcari also twice served as Secretary of the Maryland Department of Transportation (1999-2002 and 2006-2009), restructuring America’s only truly multi-modal state transportation agency to incorporate the principles of Smart Growth, using Community Benefits Agreements to ensure equity in transportation projects and successfully delivering a number of multi-billion dollar transit, airport, port, passenger/freight rail and highway projects throughout the state.
